As CSO, he has spent over a decade building programs that disrupt cycles of addiction, incarceration, and poverty across Appalachia. From designing crisis stabilization units to expanding in-patient and outpatient treatment, and creating integrated care models, Durand has shaped a continuum of services that doesn’t just treat symptoms but transforms lives. His expertise and impact led to his appointment by West Virginia’s Governor to the Board of Examiners in Counseling, where he continues to advocate for justice-impacted populations.

Durand holds dual master’s degrees in Counseling and Business Administration and is pursuing his Doctorate in Executive Leadership.
